The Independent Review Panel has published two reports examining the handling of the police pensions challenge.
The Panel was appointed by the PFEW in June 2024 after an Employment Tribunal in 2023 found the Federation had discriminated against officers who had previously made claims against the Government after being moved onto pension schemes that reduced benefits.
The first phase report looks back at the governance and leadership failings that led to the decision not to fund the original pensions challenge together with the subsequent challenge brought by the claimants to the Federation in relation to paying legal costs.
It also examines the activities which led to the outcomes handed down by the Employment Tribunal in June 2023, and reviews the implementation of the recommendations of the Normington Review (2014).
The second phase report looks forward and makes strategic recommendations around the future of the Federation. The recommendations focus on three key areas: (i) campaigning; (ii) culture and (iii) governance.
