Response:

Responded: 17 March 2026

RESPONSE 1:
Whilst this data is of historical interest to the Police Federation of England and Wales (PFEW), reasonable searches have taken place to ascertain whether the data still exists and it cannot be confirmed whether a copy of these particular Fund Rules can be found because there is no electronic or physical record of this being the case.

Whilst there remains a possibility that the Police Federation of England and Wales (PFEW) does hold the data requested, there have been many changes and updates to the Fund Rules that were in use in 2003 and these changes supersede any previous Rules.

The current Fund Rules BB Circular (026-2019) relating to the latest Fund Rules change states “With immediate effect, this protocol; replaces that which was circulated under cover of BB Circular 021-2016”. Any claims submitted since this change will be considered in line with the current Fund Rules, rather than those from the time any incident took place or that was alleged to have taken place.

With reference to Branch Board circulars, these are intended for circulation to Branches for use by Branch officials in the course of their Federation duties and are not intended for disclosure outside of the organisation.

RESPONSE 2:
In follow up emails with the requester, a case relating to a specific historical case was referenced. We have performed reasonable and proportionate searches into this query and we do not hold the relevant data pertinent to this part of the request and, in any case, it is likely that data of this nature would be exempt under Section 40 of the Freedom of Information Act 2000.
