RESPONSE 1:
The Police Federation of England and Wales (PFEW) has received a large number of requests under the Freedom of Information Act 2000 (FOIA), seeking details of the value of the CEO's remuneration package (the Requests). In response to this request, we have considered the available information relating to time spent on those Requests, in respect of which the PFEW exempted the information sought under section 22 of FOIA, pending its publication in relation to the value of the CEO's remuneration package.
For the reasons explained below, the PFEW does not hold information as to applicable time/cost spent.
RESPONSE 2:
As regards external counsel, we confirm that there are no applicable counsel's fees.
As regards external solicitors’ costs, the PFEW does not hold this information. Whilst the PFEW has sought advice in relation to its obligations under FOIA, the nature of the time recorded and billed by our external solicitors does not allow for identification or extraction of total costs relating to specific requests for details of the CEO's remuneration package.
RESPONSE 3:
As regards external counsel, we confirm that there are no applicable counsel's fees.
As regards external solicitors’ costs, the PFEW does not hold this information. Whilst the PFEW has sought advice in relation to its obligations under FOIA, the nature of the time recorded and billed by our external solicitors does not allow for identification or extraction of total costs relating to specific requests for details of the CEO's remuneration package.
RESPONSE 4:
The PFEW is deemed a public authority and as such is required to provide responses to Freedom of Information requests. Legal advice is sought by the PFEW for a variety of legal matters to ensure compliance with the law across all departments, including in respect of Freedom of Information Act requests. A budget is set on an annual basis for legal spend which is approved by the National Board in conjunction with the CEO and the Financial Director. Costs for external legal support on Freedom of Information Act requests and other legal matters are taken from this budget. As such, external legal support is requested via the inhouse legal team where it is considered appropriate on a case-by-case basis against this budget and is not authorised by a single individual.
