I would like to know what information and training Police Federation Representatives get when representing student police officers who may be subject to Regulation 12 and Regulation 13 of the Police Regulations 2003.

Also, do you have any relevant polices that you are able to share?

All our new reps receive a session on the subject of Regulations 12 and 13 concerning how these regulations affect probationary constables, how they tend to be used by Forces and how to manage situations where there is an overlap with misconduct proceedings. New reps also receive inputs about how to represent their members and manage meetings with members to deal with the processes that they may be involved in.

In practice, it is likely that a Conduct trained rep would assist an officer going through a Regulation 13 meeting with their Chief Constable as these officers are trained in how to represent officers through disciplinary processes, specifically where their jobs may be in jeopardy, the art of how to respond and how to structure those responses.

There are no specific policies that we can direct you to on this subject.
