Please share with me the report that was commissioned to look in to / review / evaluate “two-tier” policing.

The request was clarified with the requester on two occasions and has been clarified as follows:

• the Police Federation of England and Wales ("PFEW") should confine its search for information to
the period from October 2023 onwards; and
• the term “two tier policing” should be construed in the context of public order.

Following extensive enquiries within the PFEW, we confirm that the PFEW does not hold the requested information.
