Harry Clark has quickly become an influential figure within Surrey Police Federation, combining formidable technical knowledge with practical advocacy and a determination to ensure members are treated fairly.

Across two election cycles, Harry has progressed from workplace representative to Deputy Treasurer, Deputy Secretary and now Branch Treasurer. His advancement reflects the confidence colleagues place in his judgement, commitment and reliability.

Harry has successfully challenged several force decisions with implications for officers across Surrey. When the force interpreted rest-day working entitlements following night duty incorrectly, he identified the issue and secured a successful resolution. His work was subsequently referenced during national secretary training, allowing learning from the case to be shared more widely.

He also discovered that annual leave payments for officers leaving the force were being calculated incorrectly under Police Regulations and working-time legislation. By intervening, Harry helped prevent officers from receiving less money than they were entitled to.

On another occasion, proposed policies sought to introduce what was effectively a new standard of professional behaviour without support from existing Regulations. Harry produced a detailed rebuttal setting out why the proposals should not proceed.

Although his position initially met resistance, counsel agreed entirely with his analysis and said they could not have drafted a stronger paper. The proposals were subsequently abandoned.

Harry’s influence also extends to organisational change. He has led much of the branch’s response to challenging change programmes, identifying consequences that had not been fully considered and negotiating improved terms for members.

When changes to Regulation 13 procedures were proposed, Harry acted to protect due process for probationary constables. His evidence-based submissions persuaded the force to reconsider its position, resulting in reforms agreed by both sides.

He also challenged the proposed removal of a financial benefit, presenting such a compelling case that the proposal could not responsibly progress.

Alongside this strategic work, Harry remains an effective individual representative. As an experienced conduct and equality rep, he has secured no-case-to-answer outcomes, achieved successful Police Appeals Tribunal decisions and overturned vetting decisions.

He has also resolved equality matters positively without the need for employment tribunal proceedings. Throughout each case, members receive clear and empathetic advice, supported by discretion, careful signposting and dependable representation.

Harry shares his knowledge beyond Surrey, raising locally identified issues that may have national significance. This has included highlighting forces’ non-compliance with HMRC workplace travel guidance, which informed wider representations concerning simpler and more compliant expense claims.

As Branch Treasurer, Harry is also working to strengthen the branch’s financial position. He has identified efficiencies that allow its limited resources to be used more effectively in support of members.

His commitment to development is equally impressive. Alongside his considerable Federation workload, Harry achieved a distinction in the first year of his PFEW-supported postgraduate certificate in Advanced Professional Practice. He applies that learning directly to his branch responsibilities and representation work.

Harry’s success is rooted not only in his technical ability but also in the way he works with people. He is principled and persuasive, holding decision-makers to account while maintaining constructive professional relationships and keeping members’ welfare at the centre of his approach.
