PFEW is now in a position to update members on the further actuarial factor reviews that have been precipitated by the SCAPE rate change announced on 19 May 2026.
The link provides access to the Consolidated Factors Workbook produced by the Government Actuary’s Department.

It provides details of all the current actuarial factors for the three police pension schemes.
Download the workbook and open it in Read Only format, many of the tables are aimed at administrators but the updated factors that we have been waiting for are also within the workbook.
Row 84 – Table 1 (505) – when opened provides the 1987 commutation factors which were updated on 21 May 2026 and are already on the website.
On 7 July 2026 the inverse commutation factors for the 2006 scheme (Row 83 – 504) and trivial commutation factors (Row 80 – 501) were published and implemented.
The other factors that were originally due for publication on 30th June are ready for implementation and the Home Office are considering when they will be published and implemented.
In the meantime, the previous factors are still in place. However, the new factors which will be implemented can be found in the Workbook.
Row 73 – 401 - Early payment reduction factor - retirement from active service before NPA – actuarial reductions from 60.
Row 74 – 402 - Early payment reduction factor - retirement from deferred status before SPA – actuarial reductions from SPA
Rows 75 to 77 – 403 to 405 – Late retirement factors – retiring above 60 and SPA – these are complex and need advice from your pension administrator.
Rows 78 to 79 – 406 to 407 – 2006 early retirement factors for bringing a deferred pension into payment from 55 years or older.
For those interested in the current factors that are still in place at the time of writing (17 July 2026) they can be found within the first workbook in the Historic Consolidated Factor Workbook section in the original link quoted above. The workbook is dated 21 May 2026. They have the same Rows and Table numbers as detailed above.
There are also new factors for CETV, non-Club Transfers and added pension, these are technical and should not be used without administrator assistance.
PFEW understands this is a technical update and we will publish further information on the implementation when we have it and will also update the website at that point with the current factor tables and how they are used.
