Introducing Joe Lloyd, Secretary for Leicestershire Police Federation

 

Q: Could you tell us about your policing career to date?

A: I’ve been in Leicestershire Police for nearly 24 years. My main roles have been on the frontline, as a police constable. I was seconded to support the UK border agency in an investigation role for three years. And then I became a beat officer in my local community, which I did for 12 years, which I thoroughly enjoyed. I needed a change, a new challenge, so I took the sergeant’s exams in 2022. I Passed the exam which was a total shock!  I've been a sergeant ever since.

Q: At what point did you get involved with the Federation, and what were your reasons?

A: I became a Federation Rep in 2016, at the time due to the police pensions. I didn't have transition protections, and I felt it was a bit unfair, so I wanted to understand more. At the time I wasn't sure what the Federation was doing about it, so I thought I'd see what it was all about. I knew Tiff Lynch, she was the Chair of the Leicestershire Police Federation at the time, and she encouraged me to nominate myself. I was a work-based rep for five years, supporting officer in the Performance and Conduct area of business as well as being the wellbeing lead for the branch. I wanted to give back, I wanted to make sure that officers were looked after as well, because in the past I had complaints made against me that were unfounded, and I had the support of the Federation as well, that's why I did it.


Q: And how does it feel to be Secretary now?

A: It's daunting. It's a learning curve. Even though I've been the Deputy Secretary for several years, I don't think anything prepares you for a full-time position, because it's very different to operational policing. I'm getting used to that. I've now entered week three, so I've started to get used to Monday to Friday, which I've never worked before. The work is interesting, and I have time to fully consider how I can best support the federated ranks. I've got a great team surrounding me in the office. I'm supported by Andy Spence, the Chair. And the Reps as well, they've all been good about me coming into the office full-time. As I said before its very daunting, It's a steep learning curve, but it’s about continuing to learn. For me the important thing is to try and do things my way but also to build on the good work that the previous Secretary, Jon Carter-Lang, set in place over his tenure. We thank him for his hard work and wish him well in the future.

Q: Do you have any immediate priorities in the role?

A:  Firstly, the performance and attendance regulations have recently changed. I’ve already started working with the HR, within force, to make sure that their procedures are compliant with the new regulation, this is important to ensure that our members are treated correctly through any process. Secondly, our custody officers work in an environment were, in some instances, they're on their own, so they can't take meal breaks. My job is to ensure that their rights are protected in relation to that. 

Next, we have Port Officers at East Midlands Airport, we've started to do some work around their start times, etc. They've always been starting earlier than the force workday we're telling the force that they need to honour their rest day working for their first day back after rest days.

My role is supporting the rights and entitlement of all the officers. It’s also my job to engage with senior leaders. I will challenge where necessary but have those conversations to make sure our members are looked after, and their wellbeing and welfare is considered at every turn.

Q: Do you have a message for the members as Secretary?

A: For me, the message is I will try and attend stations to directly speak to officers. If you see me, I’d ask that you come over and speak to me. If you need support contact your federation representatives, go on the website, see who they are and give them a call.  There's a big change within the federation coming up in the next few years and I'll try and ensure that that is done seamlessly so it doesn't affect our members or our reps.
