#MeetTheRep Julian Brown is Treasurer of the City of London Police Federation
Q: Tell us a little about your career history?
A: I joined City London Police in 2001 and I’ve been a detective since 2006, mostly in fraud, including being a temporary sergeant in the National Fraud Intelligence Bureau. I was staff officer to the Head of Fraud Operations, I worked in the Insurance Fraud Enforcement Department, and also in Professional Standards. And I currently work in the Major Incident Room as a DC.
Q: When and why did you become a Fed Rep?
A: I became a Fed Rep in about 2011, and quite quickly became Treasurer as well. Having worked in PSD, I had some involvement with the Fed, and the Treasurer at the time said: ‘Why don't you become a Fed Rep, because you know that side of it and it would be good to know both sides’. So I did, and enjoyed it. And then he retired and I ended up being the Treasurer.
Q: What does the role of Treasurer involve?
A: The Treasurer has responsibility for the branch finances. It's making sure that the money we've got is looked after properly, and is used for the benefit of members. We also have, ultimately, the sign-off for the accounts, so any issues come back to the Treasurer. We've got three trustees who are appointed from the branch board, and the Treasurer is ultimately beholden to them.
Q: Why is it important for members to have fellow officers as Fed Reps?
A: Who else is going to know what you have to go through, and the ins and outs of policing? That's why we try to have Reps from across the force: from the frontline, but also detectives, who have stresses and strains you might
not initally think about. If you've got Fed Reps from all around who've got all that experience, then you're going to give a better service to your members.
Q: If a member needs help from the Federation, what should they do?
A: They can come up to the office on the fifth floor at Bishopsgate, because more often than not there's someone there, or just give one of our other Feb Reps a call or drop them an email (see https://polfed.org/cityfed/about-us/meet-the-team/). If you’re unsure who to contact, reach out to the Federation Secretary of the Chair and they will pass on your query. But just ask someone. They're all very approachable.
Q: Tell us an interesting fact about yourself that people might not know.
A: I've got three guitars, but I can't play a note. I must learn! I bought my first one about 12 years ago, and I keep buying more, it drives my wife mad. And I'm obsessed with Lego.
