Hillsborough report to be published in December

13 November 2025

The police watchdog has announced it will publish the Operation Resolve report following investigations into the Hillsborough disaster and its aftermath next month.

Ahead of the official publication date on 2 December, a printed copy of the report will be sent to family members by the Independent Office for Police Conduct (IOPC), while a digital version will be sent in confidence to other key stakeholders, including complainants and police officers involved in the investigations.

The IOPC wants to ensure all stakeholders are able to choose what works best for them and that they have time to arrange support if they feel they need it.

Dave Hadley, West Midlands Police Federation conduct lead, says he is keen to hear from any officer who may be affected by the report, particularly if they are not sure if the IOPC has their details.

“If you are in any doubt at all, please get in touch with me,” he says, “The IOPC wants to make sure that anyone affected has advance sight of the report and we want to do what we can to help with that.”

Anyone receiving the report ahead of the official publication date will be asked not to share it with anyone or on social media before it is in the public domain.
