PC Paul Owen remembered

West Midlands Police Federation has paid tribute to PC Paul Owen on the 19th anniversary of his death.

Paul was fatally injured on 20 October 2004 when he was accidentally hit by a bus as he crossed a road in Dudley while on duty at a local authority community safety meeting. He was 47.
