Pay and morale

We carry out a pay and morale survey with members every year, giving them a chance to share their views and inform our work on pay and conditions, and general police morale.

This survey, which is the only annual police workforce survey to gather consistent data on officers’ experiences across all 43 forces, forms a key part of our submission to the Police Remuneration Review Body (PRRB).

For example, we used findings from our 2016 pay and morale survey to help ensure that some of the less welcome proposals by other organisations were dropped, such as pay uplifts being unconsolidated and therefore not classed as pensionable pay, and the removal of overnight allowance.

However, this is only one of many ways in which our members’ feedback via this survey is fed into our national and local policies.

The survey provides our local Branches with their officers’ views on pay and conditions, which helps when they discuss such matters with their chiefs and local MPs.

We use data from the pay and morale survey to represent members’ views in a number of consultation responses, especially those from the College of Policing and Home Office. In addition, we have used the data to open debate and demonstrate an evidence-based approach with bodies such as Her Majesty’s Inspectorate of Constabulary (HMIC), and we are pleased that the HMIC is now aiming to use our data relating to morale in their force reports.

We also present results from the survey at high profile academic conferences, and have published in peer-reviewed policing journals. We believe that this enhances the standing of the PFEW as an organisation that demonstrates rigour and transparency in our data and policy. Ultimately, this activity helps demonstrate the credibility of the work and makes it harder to dispute findings – however unpalatable other stakeholders may find them to be.

2017 survey

More than 30,000 police officers (around 25% of federated ranks) responded to the 2017 pay and morale survey which was open from 18 April to 9 June.
